In Summer, as the basement is cooler than the upper levels, is it okay to close the vents in the basement inorder to increase the flow levels to the ground level and above?

Sure. Depending on where you are, the cool basement without air conditioning may be the most pleasant place in the house. I would buy an inexpensive humidity meter - perhaps the kind with a thermometer designed to go on a desk and monitor the dampness. If it starts getting too damp, then open a vent, as it can effect tools and electronics.

yes this can be done, but don't close completely as basements have a tendency to get a mold smell which will be picked up throughout the whole unit. U can set your unit up in zones but i would recommend a professional HVAC to verify and evaluate.

You can do this, if you want. I would install a dehumidifier to remove the excess moisture in the basement if you close off the vents. This is what I did.

yes your best bet is to leave top-floor vents open and close all others. this promotes air circulation by sending the cool, denser air up (it's natural force is downward) and as it settles lower, the hotter air is forced to rise from your lower floors. even better if you have an attic (gable vent) fan too.
