For real, there's is no reason why an HIV should be involved to the dryness of the glans (penis head). No, not at all. having an HIV doesn't mean having a dry glans.
But for sure, if you are circumcised, glans will dry automatically, because there's no more foreskin to keep it moist and free of friction from underwear materials. Some case happens that the skin of glans died and fell of the surface. To solve this matter, you can apply some vaseline or baby oil daily after your shower. Wearing soft material underwear such as silk boxer will helps too.
If you are uncircumcise, it may be happen because you exposed your glans too long. And lack of precum when you're masturbate may be one of the reason. Use lubricant for masturbation, and roll back your foreskin to secure your glans directly after you clean up.
If it's still dry, go as dermatologist. that's the best way.

Not drinking water can make the skin dry in general, but it is more likely that your penis head is dry from either rubbing against clothing or from your soap or shampoo. These products tend to remove natural body oils from your skin, so they can cause dryness, flaking and so on. Try using a penis health creme that is specially formulated for the male skin. A product with Shea butter tends to work best and should not cause allergic reactions.

Yup, even mild dehydration can cause symptoms all over your body, including the skin. So drink more water! Also consider using a moisturizer on the penis, like Man1 Man Oil. Water alone might not do the trick. The penis undergoes a lot of friction!

I highly doubt your problem stems from lack of hydration. It is a very sensitive area down there, and the skin of the penis can easily dry out. Buy yourself a penis health creme. If you get one with Vitamin E (that is very good for the skin) it should clear up in a week or so. Make sure you apply it every day. Good luck.

If your circumcised then the penis head is usually dry. If not then it could be that your forskin has been retracted for quite some time causing the head to dry out.
