I planted Oleander, jasmine on a trellis and potato plant (upright not the vine) as a shield against my neighbors. The builder planted acacia which is also a weed like bush that grows quickly.

It depends on the area of the country you are in. In the south? Try Wax Myrtle for a quick growing, insect/disease free, evergreen shrub/tree - depending on how it is pruned. This plant will grow 5-6 feet in one year and is not weak-wooded as are most fast growers.

Long needle pines (red or white) are good. 6-10' high in about three years.
Black spruce will grow slower bu will keep their lower branches full of needles for over 30 years providing lots of neighbor blockage.
Cedars work very well too, but are prone to being eaten by critters when young.
