Very Simply;
the relation between the frequency and the wavelength of a wave is given by;
V= F * lambda "wavelength "
since this is a light wave so its V=C=3*10^8 m/sec
then
F= C/lambda
F= 3*10^8/ (400*10^-9)
F=750*10^12=750Tera Hz

Freq(MHz) = 984 / WaveLength(feet)
= 984 / (400e-9 m * 3.281 ft/m)
= 749.8 Tera Herz

speed of light is 3.00x10^8m/s...frequency is speed of light divided by wavelength. make sure you convert ur units properly.
