Define not working,,,,
It may take awhile sometimes to complete, so if it is just sitting there, be patient.
Honestly though, you can delete the same files manually and forego Windows all the way around.

There are a couple of reasons why disk cleanup may not work. One is the permissions. If you don't have rights to run the application, it wont work. There may also be a problem with one of its files. You can usually repair this using the Windows installation CD.
If your goal is to clean up your computer, you could consider some freely available software that does a much better job than Microsoft's default disk cleaner.
I would recommended either of the following.
CCleaner
http://www.ccleaner.com/
Spybot Search & Destroy
http://www.safer-networking.org/
AdAware 2007
http://www.lavasoftusa.com/products/ad_aware_free.php

Make sure powersaving/screen savers turned off. especially if you have an older OS like 98/SE/Me
