I have the same color hair and eyes as you, with medium olive-toned skin, and I use either a chocolate brown or a medium purple on a regular basis and a silver one for glam.
I personally prefer the Urban Decay liquid eyeliners or the Sephora brand pencils. You can get them at Sephora or Sephora.com

Purple would probably look the best. For the day time line the top of your eyes and for the night time the lower part. The very best place i would suggest to get it would be sephora. They have a lot of people that can help you and they have a million different eyeliner shades. Also they're only $4 and i've had my one eyeliner pencil for over 2 years, and theres still more left! I used it every day too.

Use brown eyeliner. It will compliment your eyes and hair more, give you a softer look & it's a neutral color, so it won't clash with any colors that you might be wearing. I wouldn't go with blue b/c sometimes that will make you look like a cheap 80's chick from a girl band lol.

It depends what color or tone your skin is. But since you have blonde hair i would say a dark navy color. Brown is also a nice color for just hanging around during the day. Navy is more of a nighttime color.

You don't mention your age which plays apart but assuming your young then you could go with colors, but black is usually way to harsh so stick with dark brown. Green eyes could handle deep purples and blues.

a brown would really bring out your eyes. especially with your color hair it would look adorable!!
but if you feel like experimenting with color a medium blue or purple would be best for you.

since you hve dirty blonde hair id say black..my friend has dirty blonde hair and the black liner looks great..but becuz you hve green eyes id say a darrk brown so try and get a brownish black eyeliner orr,,a grayish black...for grayish black try slate from bonnebell...good luck

I use a black or jade color. Its the only one's that look good on me and I got green eyes too.

Black always works. You can smudge it a little if it looks stark. Otherwise brown eyeliner should work.
