Turbo charger. You'll get about 6 MPG though.

You can try a good fuel injector cleaner as this will improve both power and fuel efficiency. I use this stuff at least four or five times a year. Just pour it into the fuel tank when you fill up and run it through. Cheap ways to improve power would be to install a cold air intake/filter kit onto the inlet of the intake manifold. You can also buy a tuning kit like Hypertech which you can alter the motor's calibration in the PCM by using Hypertech's calibrator. Good luck.

Buy a K&N filter kit for your vehicle. Get the "Cold Air" kit if possible. This will not only increase your gas mileage, but it will also give you enough extra power that you will be able to really feel it. I just put one on my 96 z28 and it made a big difference for me! A good tune (of your ECM) should provide a slight power boost and better mileage.
Other than that - a good tune combined with LT headers and a free-flowing aftermarket axle back exhaust should give slightly better mileage (if you can keep your right foot out of it) and more power.

i would say dual exaust a better then factory air cleaner and always keep it tuned up and keep the plugs gapped right it really makes a diffrence cause you can drag race two cars the exact same parts if one guy took the time to make sure the plugs are all gapped correct and thhe base timing is on it will beat the other ever time

Intake, headers and catback exhaust. Less restrictive parts will increase the power and can make your engine more efficient.
More power does not always = less mileage.

More power and less gas... Nomaly more power means more gas. For a temp boost I'd do Nitrous.
