Those who have achieved the mysterious identity
can not be approached, and they can not be alienated.
They can not be benefited nor harmed.
They can not be made noble nor to suffer disgrace.
This makes them the most noble of all under the heavens.

It depends on the context, as is the case with most "either/or" questions. If a situation touches on a subject about which a person knows a great deal, and about which the others in the conversation show enough interest to be worth listening, then sharing that knowledge makes sense. However, if that person is not confident in his/her knowledge of the subject matter, or if the others in the conversation would not want to hear it, it is better to say little or nothing.
Of course, if a person does not know whether others would want to hear more, the safe bet is to respond with few words, allowing everyone else to either encourage or discourage going on. This also allows others to participate in a conversation rather than listening to a monologue. One can always say more, but once the words are out, the speaker cannot pull them back in.

For some classical writers such as Plutarch, as well as for the humanists, it was always better to be silent than to talk. Plutarch wrote an essay called "On garrulousness", in which he tries to demonstrate that silence is of greater value than language. But at the same time, language is one of man's most important attributes, so it must not be neglected either. One has to find a philosophical compromise between these two elements, and use language in a reasonable way.

I say, if you have something to say, THEN SPEAK IT OUT!!!!
Let people know what you are thinking! Don't hide away!Tell them the truth!Let them know what you want. You don't have to talk all the time,but speak when there is an oppritunity to.There is always a place you can talk. Talking is a good way to keep out of fighting.Don't punch, tell them that what they're doing is unnecessary. Don't spit back nasty words at them, tell them what you think they are doing wrong. If they order you to do something like"SHUT UP!'' or "BACK OFF"
simply reply to them ''no'' and walk away. Talking is the natural
way of resolving problems. And if you are bored, be social. In the waiting room, say hello to the person next to you. Walking down the street, say hi to people you don't even know. Just TALK!!!!

Of course not, everyone has their own personality. Like the person a few answers above said, a fool can be thought wise if he keeps silent, and at the same time, a genius can be thought stupid if he talks too much.

Only if you are self realized can you know if one is actually intelligent. No we can not tell if one is silent. So best the ignorant don't speak and cause so much misconstrued information. You can tell a wise person by their words and if you are not wise you will not be able to discern if they are wise or not. depends what those words would be. A mute person can be either smart or dumb, so being silent isn't an indicator of wisdom. It will however give a person more chances to learn, but that doesn't mean they will.

Of course the manner of speaking matters, but wit is mostly determined by the content of the words.

If I replied "speak", I would relegate all mute people to stupidity. One's ability ( or choice) to speak has NOTHING to to with intelligence. Yes, some people try to overcompensate for their inadequacies by talking too much - but you can't make generalizations about intelligence this way. You run into a host of logic fallacies by making judgments based on behavior (hasty generalization for starters).
