It's a tough call but I say it is likely Iran.

It is typical that the majority of your responses are going to come back as Iran..........but in my opinion, the most evil in the whole world is Saudi Arabia. They are a sleeping giant, and they have the financial resources to keep things stirred in the middle east for a long long time without ever appearing to be a part of it. Saudi Arabi is definitely the most evil.

Which country imposes its own views and ideologies on the others is the pure evil.
For example, Saudi Arabia spreads Wahhabism.

Defining things in absolutes like "which country is the most evil" is similar to the Leninist formula of "he who is not with us is against us", and it helps cocoon the nation inside a bubble of pathological self righteousness about themselves and their cause; leading them to believe that they are morally superior to their enemies and adversaries and are therefore justified in committing immoral acts.
Viewing the world in absolutes takes out the many complexities that often make up international situations and divorces nation's actions from their political and historical context making solving those problems immeasurably more difficult.

no country is evil, it depends on what views you have on the world. every country is out to better their own worlds which is going to come into conflict with other nations.
