When is the best time of year to sell basketball memorabilia?

I'd say the beginning of the season, when anticipation is at its highest. I buy and sell a lot of NFL memorabilia, and I have my most success at about this time of year, right before the season is getting ready to roll.

If you've got items relating to a specific player, it might be advisable to sell when they're hot, or when they seem to be peaking.

About 1/4 to 1/2 of the way into the season. By then fans are excited and are trying to get more of it.
