It's highly unlikely! There are two main causes for collapses like this. The first being serious adverse weather conditions weakening the structure. This type of damage could have occurred many years ago and not been noticed. The second cause is substandard materials in the construction. Here, the same would apply. Substandard materials wouldn't be identified until after the disaster. It's possible that both causes have played a part. Now take the Governor, he can't be held responsible for adverse weather that may or may not have taken effect many years ago. Nor can he be held liable for any substandard material use. If substandard materials have played a part, then the Governor that was in power at the time of the construction can take some of the blame as it's likely that budgets were cut thus encouraging the construction contractors to cut corners. If that is the case, then the Governor of the time must take some of the blame as it was his responsibility to overlook the project. However, the majority of the blame lies with the following and in this order - the construction company for using the materials, the site agents for not raising the issue of poor materials being used, at the time and the Engineers for not reporting the issues and allowing the construction to continue. At the end of the day, some if not all were aware of the potential problems and ignored them. Therefore, any person or company that knowingly allowed the construction without raising any form of query and / or complaint is liable to negligence at the very least. If any conspiracy and / or corruption allegations arise, then some people could be liable for corporate manslaughter (2nd degree murder in the US). Regardless of the cause, you can guarantee that the facts will be covered up and people will be protected. You could always check the history of the bridge etc. by first finding out the date it was complete and the timescale in which it was built. Next, find out who the Governor was at the time and who got the contract to build it. Try to find out if the contractors were given other contracts and who awarded them. Next, find out the names of the Directors of the contract company and see if there is any link between them and either the Governor and / or those responsible for awarding the contract. Finally, check to see if there is record of other disaster that involve construction done by the contractor, elsewhere. Most of this information should be available through web search engines.

No, if anyone blame the leaders in office who continue believing we should keep pouring our money into Iraq!
Blame the one who is in charge. I am sure most of the state level have their hands tied, funding for everything but the war has been cut.
I hope these people didn't die in vain, I hope the public does not become complacent about this in a few weeks.

AMERICA IS SICKENING!!! America has $500 million per day to fight two wars, but it doesn't have the money to repair bridges, tunnels, and highways. It doesn't make sense!!! America will fund anything that creates revenue. However, if there is something that needs repair, but doesn't create revenue... THIS HAPPENS!!!

It is a federal highway, why can't people accept that bad things happen and not try to make a political football out of every issue?

If you do not like the Governor, just be honest and give the real reasons why you don't.

Peace!
