Because usually the citizens' best interests are contrary to the politicians own agenda -- which is staying in power and getting re-elected
Actually accomplishing things makes people angry --- trying (and blaming someone else for the failure) is usually enough to placate their base, without making everyone else too angry

Because of the money spent by the oil, defense, pharmaceutical and auto industries lobbying for their special interests.
The good of the country is constantly sacrificed for the profit of the few.
