A person "owns" a wand if they "take" the other wizard's wand by overpowering them (or killing in most cases.)
While Dumbledore was killed by Snape - it was planned, so there was no "overpowering" by Snape. Draco, however, did the last "overpowering" of Dumbledore by expelling the wand from Dumbledore when Draco confronted Dumledore on the tower in book 6. Since Draco was the last person to "overpower" Dumbledore HE is the rightful owner!
Long explination - but it was the coolest twist in the book!

“To truly own the Elder Wand, which means to receive the full benefits, double-edged though it is, of all its power, you have to have conquered the previous owner,” explained Rowling.
At the end of Book 6, “Half-Blood Prince,” Draco disarmed Dumbledore before Snape killed Dumbledore.
“And that meant he conquered him, even though Dumbledore was very weak at the time, he was very ill. He was on the point of collapse when it happened,” Rowling said. “Dumbledore didn’t want to lose his wand at that point and Draco disarmed him. So that meant that the wand gave Draco its allegiance, even though Draco never knew it, even though Draco never touched it.
“From that moment on, that wand gave its allegiance to Draco, and it wouldn’t work as well for anyone but Draco.”
When Harry wrestles Draco’s “everyday” wand out of his hand at the Malfoy’s mansion, he conquers Draco, and therefore the Elder Wand — hidden in Dumbledore’s tomb at the time — transfers its allegiance to Harry.

He became the rightful owner of the Elder Wand because in book 6, he disarmed Dumbledore, who had been the owner of the wand.

He disarmed Dumbledore at the end of book 6, but didn't actually kill him, or touch the wand. I had to go back and check for myself too!! But then Harry manages to disarm Draco in book 7, I think in the room of requirement (did i ge tthat right?) so Harry becomes the rightful master of the Elder wand. Hope that helps...

Because the elder wand belonged to Dumbledore... and draco's wand was the one that killed dumbledore, so the elder wand thought that draco defeated its owner. So the elder wand belonged to draco.
That's really hard to follow... Sorry for not giving a better answer.

Well, apparently, since he was supposed to be the real killer of Dumbledore, the wand decided to make him its rightful owner, even though he never did duel or kill Dumbledore. Dumbledore wanted the wand's power to die when he died, because Snape didn't really kill him, Dumbledore asked Snape to kill him. But the wand's power didn't die because it was Draco that was supposed to kill him. If, for instance, Dumbledore planned his death with Draco, not Snape, then I'm sure the wand's power would have died.

To inherit the Elder Wand , you need to defeat the owner in a duel...
In book 6 , when Draco disarms Dumbledore, it signals the end of their 'duel'...
Hence he becomes its rightful 'heir'..
Hopefully, I was helpful
