No it was a english design but it was made in Ireland and built by the Irish and sailed back over to England

The titanic was planned by William Pirrie, Thomas Andrews and Alexander Carlyle.It was built in Northern Ireland at the Harland and Wolff shipyard. This makes it British, but not English. It sailed for its maiden voyage from England

Yes, thats probably why it sank!! Only the Brits could sink an "unsinkable" ship!!
And I'm British before you all start moaning!! Learn to laugh at yourself before you laugh at others my mum always said. Not that theres anything funny about people drowning!! In principle.
