Van looses power then regains power when driving

You could have clogged injectors, bad sensors and more. Many things cause cars to LOSE power.

The pump will usually "talk" to you before it fails completely.
Hard to start when below 1/4 of a tank. Or sometimes the car will quit when fuel is low but if you fill the tank full, then it will work for awhile. Eventually tho it fails completely and the car will not start at all.
Depending if you have fuel injection the following things may be the problem: mass air flow sensor, throttle position sensor, fuel filter. Clogged air filter.
Catalytic convert could be clogged.

The modern fuel systems often give very little warning. Before they do quit many will do what you mention a few times but it is very near the end at that time. My car is in the shop right now for a fuel pump and even when they ran the first tests it passed. I insisted that it needed a pump as when it quit on me I had kicked the tank and it started again. I would get it to a shop quickly for checking as it will not come back just any time.
