Well, Palpatine held his empire much longer than Lord Voldemort did, so I'd say he is more stable and more able in the political arena. If only PBS had kept carrying Doctor Who (!) I'd know more about Mr. Saxon, so I cannot say whether he'd be more able than Palpatine. So, Palpatine it is! Voldemort may be more popular right now, but I think he's rather weak when it comes to holding his minions and domain stable.

Wait a minute Voldemort never assassinated Dumbledor Snape and he had an agreement because of the curse that Voldemort got from the ring! It was an assisted suicide, not an assassination and it was between Dumbledor and Snape, Voldemort had nothing to do with it.

Fun question, but Voldie would never run for political office. Like true leaders, he much prefers to have his personal puppets holding office and being held accountable to the public. He likes a much broader range of control.
