What is the consquences of this law? Will the local person be at any risk? I not so sure, what are the risk? Pls advise. Thanks.

If the Police has decided to charge her, probably under Section 380 of Penal Code (Theft in Dwelling), then she will need a local above 21 yrs old to bail her out. The bailer need to ensure she will attend court on the court date stated on the bail bond. If she fail to attend court, the bailer will need to "show cause", and likely the bail money will be conficated.

Why do the police need a local person to bail her out? She can be bailed out on a certain amount of money (I'm not sure how much), but from what I know, it doesn't have to be from a local person. Anyone can come and help her pay on her behalf.

And you are involved....how? the police don't NEED any such
activity- the shoplifter does. it is her obligation to raise bail: absent that, she's inside till trial.
