Both Money gram and western union are extremely safe ways to send money. I regularly send money to Philippines (a country known for it s corruption, if anything was likely to be scammed then there is where it would happen.. apology's to the 95% of other honest & kind Filipinos, but they know what its like there as well). Make sure the person there has id only use the id option and the question answer system, tell no one else u r sending the money, make sure no one else besides the recipinet at the other end knows the money is being sent. most frauds occur through W.Union and M.gram in 3rd world countrys/developing nations because someone knows the money is comming and goes in possing to be the recipient. Western union are very good at refunding the money if soemthing happens and it is their fault. I use Money gram now though because they are cheaper and i think they would offer the same customer service if something went wrong as W. Union do. best bet is open a account under your name with key maestro on the atm card (most banks have that on their atm cards) and send her the card. only after she receives the card let her know the pin number. this is the cheapest method of sending her money then all you need to do is pay the exchange rate difference. that is how i know do it with my Girlfriends family in Philippines. I am not sure what you mean about the purse, you havent phrased the question well. but i deffinitly WOULD NOT send any money inside the purse, andif teh purse is for her then i would have it sent direct from I-offer to her, not from i-offer to you then to her. i know nothing about i-offer except a quick read of their website just now. I dont know what country you are in. but in australia i can send registered and insured mail it is a bit extra but deffiniltly worth it if u r sending a gift. and here it is easy to have the item overinsured rather than under insured, i mail many items via the australian postal sevice to philippines uninusred but registered and i have never ever lost anything and all parcels arrive untampered every time. sorry about the length of the answer. good luck.

You need to ask Western Union.
There are tons of scams that require wiring money to a foreign country. Unless you are sending money to a relative or someone you actually know. don't do it!
