When we are not sure that our saying on anything would make an impact,we try to strengthen it by quoting 'They' say so or said so.In a way it also becomes an impartial opinion to impress upon.Otherwise,'They' are some faceless entities created by us for a specific purpose and vanish after we have used them.Mind you,it mostly works.

lol...that's so funny. I had someone ask me this a couple of years ago at my old job. I started off w/ well "they" say and finished out w/ some kind of advice and she was like who are "they". I would assume that "they" are basically experts and or people knowlegeable of the subject matter. Still lol...b/c people are prolly so not gonna get this question.

they say we say
its just an expression means you and like minded people have a similar opinion on a subject while another group has a differing opinion on the same subject
example: they might say he/she is weird
we might say you just need to get to know he/she better

"They" say "An apple a day will keep the doctor away." I guess they are majority of people & their opinion. OR "They" say "Don't go swimming until 1/2 hr after you eat." Yea, who are they to say?!@!!! lol

"They" is suppose to be the general population and "their" opinion only matters if you care about what "they" have to say! Kind of like when teenagers say "but mom, "everyone" is doing it!" They is me, you, him, her, it, whatever you want "they" to be!

maybe the "they" are people who discuss what you are doing their opinion does not matter but they offer it anyways.

Darn good question and, eventually, well said.
Whoever they are they're not you and they're not me. They might be him or her, or even him and her but they're certainly not us!
And who give a hoot what they have to say?!
A hoot? maybe they're owls....

Ah, the "they" my parents groomed me to beware of.
It's "them", the stupid world at large.
And let's not care too much what "they" think; if we're thinking for ourselves we'll do all right.
