that's a funny question. I don't recall ever seeing a gangster type cartoon ^^!
Cowboy Bebop & Samurai Champloo are no gangsta at all!
but from the same creator there's Afro Samurai which may totally be
also there's Mojojojo in the PowerPuff Girls cartoon, that excellent villain once created a gang of the girls' worst enemies

I find really entertaining Con Air, a movie about prisoners in a plane with Nicholas Cage, John Cusack, Ving Rhames, John Malkovich and Steve Buchemi. Great cast and with great action sequences.
