Why were 106 contracts miscoded to look like they went to small local businesses?

Because those small local businesses aren't "Loyal Bushies".
And even after an investigation they set up sham small business units and gave contracts to them instead of actual local small business.
Unreal.

Evidently you know nothing about building. You HAVE to give the contracts to the companies that can do the work. The companies that have the proper equipment to do the work in the fastest and safest manner.

Also with the amount of damage left by Katrina, the local companies would have been overwhelmed. A lot of the local companies have to rebuild their own buildings and equipment, because their stuff was destroyed by Katrina.

As for being mis-coded. FEMA is a government agency. That should say it all. Really when you think of the thousands of contractors rebuilding N.O. that is not a bad percentage when you consider FEMA is run by government bureaucracy.

It's just another oppertunity for them to take money out of the south, and keep the south poor. Also Ray Nagin has alot to blame. He is selling land to Trump where public housing once was. Not hard to imagine why. Did anyone see the pictures of the FEMA buses trying to get into N.O. and all the bus's in the city under water? Yep. and all those idiots re elected him. good Job retards! That is just a perfect example of a city voting for race instead of who will get the job done. If he wasnt black he would have never been reelected.

Katrina has required a huge reconstruction effort. The contracts have to go to companies that are capable of doing the work even though they may not be in the Gulf Coast area.

A better question would be what section of the Constitution authorizes the expenditure of federal funds on a local problem.

Easy answer: When the red party is in power, the bulk of federal money goes to red states. When the blue party is in power, the bulk of federal money goes to blue states.

This is basically why the founding fathers tried their best to stop the federal government from being the savior of the nation through spending - it ends up a game of region vs. region and party vs. party.

Who really cares as long as the job got done. In my opinion, it should have been New Orleans' responsibility to get the contractors and fix that crappy place up.
