Your irrigation system is turned on either manually with a valve, or electrically with solenoids and a timer. Look at your neighbors property and see if his sprinklers come on at the same time as yours. I doubt highly that this is the issue. There is no water in the sprinkler lines unless you turn them on with the above mentioned controls.
If there is a leak from the street to your house, it would not be metered so you would not be paying for that.
As previously mentioned, you may have a leak somewhere. Have someone watch the meter, there is usually an indicator there that will move telling you there is water flow, and start turning off faucets. If the indicator is not moving, you aren't using water.
Probably, you have a leaking toilet. I had one run for about 4 days when I was out of town, and my bill jumped 300%.

The best way is to ask him or watch your meter, if it is running and you are not running water you have an issue, now it may not be the neighbor, you could have a leak somewhere. Most people would never tap into a line simply becasue they do not know where your lines are. You can look around for any new ground that may show signs of digging, but my guess is you have a broken line some where between your meter and the house, if you have a sprinkler system and the meter is running and the sprinklers are not, the break is between the meter and the values, to find a leak when they are running turn off all the heads line by line, let water run 5-10 minutes and the water will bubble up from the ground

I agree that it would be hard for anyone to tap into your line without leaving evidence such as turned over soil. Look at the meter when you are not running water. There is usually a small triangle that is a leak detector. If it is moving, there is water running. Toilets are the usual culprit. Water draining from the tank to the bowl. This can be determined by placing a coloring agent such as a couple cups of coffee (liquid only, no grounds) in the tank after flushing. Wait and see if the water in the bowl changes color.

your neighbour tapping into your irrigation system is a bit drastic! how do you know your plumbing works fine? there may be a leak underground or under your slab. first things first ring the water company and check they havent made a mistake. secondly, keep the irrigation system off and see if this changes. thirdly get a plumber to pressure test your lines (if theres no pressure, which you wont be able to tell by using it only they will by their special tool, you have a leak) fourthly..... keep your irrgation off and see if your neighbours lawn goes brown lol
