My sister is babysitting a baby and it keeps staring at me and stiffing up around me. Why? Is it scared of me if it is how do I make her not scared?

Some babies are not comfortable around people they're not used to. They tend to like routine and they get attached to certain people. They also pick up on the fact that people are nervous.
If you try too hard to make him/her like you, you will fail. Just relax, be friendly and don't try to force things. If you are patient, the baby will probably be more receptive to you.
