No, passwords are encrypted.

Yes there actually is. However you only access this through MSdos and you need Administrative rights or access will be denied. Do a simple search on this. Dont wanna make it too too easy for you and give you the actual command! If your lucky you can find them, but sometimes you cant. Depends on the OS, Windows NT easier but Windows XP and up, more complex.

If there was a command or place that showed you all the passwords for everyone, then passowrds would not be of much use would they?
