No. Most wireless routers (which send out the wireless signal to get you on the internet) are not based on bluetooth wireless. You would need a wireless network card in your laptop. I am pretty sure you already do, you can't get a laptop these days without one built in.

No buy a wireless dongle if you want to connect to wireless broadband or if your in the UK you can buy pay as you go dongles to browse the internet

No! You need a physical connection to connect to the Internet. You can use your mobile phone to connect, via infrared and GPRS /G3 or you can connect via a wireless hotspot but either way will be expensive on a PAYG network

No, but you can by using your cellphone as a modem.

first pair you pc & phone.
in control panel, phone and modem, install bluetooth modem
network connections , create a new connection
username & password leave blank
number it should dial is - *99#
