Assuming you have Admin rights on an XP machine, you can change the security settings on the folder.

Open My Computer.
Choose Tools menu, then Folder Options.
View tab. Scroll to the last option Use simple file sharing.
Uncheck that option. Click OK.
(back to seeing My Computer)
Open C:\
Open Documents and Settings
right click YOUR folder and choose Sharing and Security
choose Security tab
Make sure that YOU are listed with Full Control
Remove the Everyone listing.
Remove the Administrators listing.
Choose OK.

If your on a shared network then deny access to your C: drive. If not then someone is physically accessing your computer, all you need to do is give yourself Administrative rights in your profile with a password only you know. Only you will be able to access this profile, then setup another profile for others to use the computer. These others will not be able to erase or delete anything from your profile.

It really depends on who has access to your computer. If there are others just ask them to stop. otherwise someone has to physically do it
