Who all is aware of the verichip implants ?

Question

Does anyone know "who" is responsible for passing or authorizing the implant such as the president or state governor.... Ive read and read info off the internet but still dont have the infi im looking for-anyone have basic info to sum it up and how we can refuse to have it ???
