Cakewalk is pretty good and relatively inexpensive beginner program.

The best programs allow you to do much more, Those are from Sibelius and Finale-Allegro. But those can get pricey. Both companies have very good student discounts though so I would go after either of them. Personally I use Sibelius, but the Finale program is incredible too.

If you want to enter notation on the staff, and play back,
you can download, free, FinaleNotePad.

Band in a Box runs about $200.00 or so.
You can enter notation and chords with several instruments.
