If you are refering to Conservative Judaism, that was founded in 1845 by Rabbi Zecharias Frankel.

There are all kinds of conservative movements, Jerry Falwell, Barry Goldwater had his own, be more specific.

Wow, that is an interesting question, and its hard to say. It evolved from several spurts and starts. In many ways I'm tempted to say Ronald Reagan, because before him was Barry Goldwater, and that was a very different form of conservatism. I think it continues to evolve today.
