Hi There,

I believe your question refer to the corruption in the government level or in other word what we called it in public sector.
Well, most people do corruption, according to what I observe, is because they need more resources (money, materials...etc) for themselves, for their family, for their relative.
Without having the corruption they might never become rich.
Take a look at some of the developing countries right now, normal people become a minister...etc in the government sector and normally they do not have much resources (money) so once they get the power they will try their best to do the corruption (In hope that they could think about their country as well). And once they have more money than they expected, they will then try to get more power.

The main reason for corruption is none other than the love of power and money. This two things is the most ardent desire of each and everyone in this planet,that is why it is forbidden to mass too much wealth and power because you will not bring them to where you are going when you die. That is the philosophy of life.
