If your lights are dim, typically it's your voltage regulater. I'm not sure whether it is in the alternator or not on a 95'. In any case it's a relative easy fix but you'll want to take it to a shop for repair.

Test the alternator output with a volt meter. With your car running you should have 13.6 - 14.0 at the battery terminals.
Test the battery voltage again after it's been sitting overnight. A fully charged battery should read a bare minimum of 12.5 volts with out the motor running.

In my opinion if you live in a house and own a car, a small inexpensive volt meter is a must in today's world. I swear you'll learn to grab it in an instant when checking light bulb conductivity, flashlight batteries OHMS of resistance, voltages etc.

95 still use the old type of bulb(the name escapes me right now), but you can get an after market pair of xenon headlights for you car that will definitely brighten things up. If you really want to go bright you can always swap up to pia head lights(they are the lights that people put on their jeeps, also what photographers use in their cameras.) also your auto parts store might have a chemical that you can put on your head lights to help remove some of the fogging to help let more light through. Those are what i have done to my girlfriends car and they have helped tremendously.

Time to replace your bulb. Due to regular usage, the contact for the normal beam may has wear off. Just get back the same rating will do

Maybe the battery charge is low. I'd try charging up the battery with jumper cables and a friend's car and see if it helps.
