is it really fair to ask American Tax payers to send money to countries that will not control birth rates?

Actually, I think it's unreasonable to ask the American taxpayers to send ANY money to ANY foreign country until we've solved all the problems here first.

If our govt is going to take our money and spend it (which I oppose on principle, other than for necessities) -- our first, second, third and highest priorities should always be our own populace.

I understand how you feel ....but look at it this way---

Our Government supports bringing in Illegal Aliens
by the Van Load----because us Americans won't
do the dirty jobs---we are too fat and lazy ! (Not
me ---I am only "Obese and disinclined to exert
myself "----but if I were younger I would do the
dirty jobs (like picking fruit ? )---AGAIN !
All I would ask is a Living Wage----the lack thereof
the real reason for the open borders ---I kidunot !!

Since we are going this way---we need more babies
for the future ---so we won't run out of Illegal Immigrants.

You see the Government is looking to the "Future of
Our Great Country "----come on now---be Patriotic!

your question isn't very clear as to what monies for what purposes...but i would say this at least, as far as my tax money is concerned, i'd much rather it be spent to feed people who need food or help in some very basic way than spent on wars/invasions in other countries that turn into occupations of those countries.
