I'd give it to two persons:
Tim Hardaway: The original crossover King.

And Allen Iverson: The current King of crossover.

Just a comment on score1952, yes a cross-over has no worth it's not even counted as an stat but the asker wants to know from us who we think has the most effective cross-over. Should we take it away from him?

Allen Iverson...He bring the closest thing to Street ball to the NBA...Now we all know the ball handling skills are at a different level in the Street...
We really dont have to go too far back in History cos the 'crossover' is quite a new development in the game.
The most effective crossover can be decided only by the quality of the result. If your looking at leaving your man standing still and blowing past him...a lot of the NBA guards do an excellent job of it...but for pure show..AI has tripped up people who have fallen to the floor and not blown by them...he just pulled up and drained the jumper...it was like he just wanted to show you that he has the most effective crossover..

How many points will a cross over dribble earn a team?
I could care less who has the best crossover dribber on my team if I were a NBA coach or GM as I would want the guy who wanted to win the right the most and had the talent to do it.
Crossover dribbling has never won anyone a NBA ring.

nate Tiny Archibald
maybe Gus Williams
Tim Hardaway has a mean double crossover that works well if he beats you many times on the first one.
Iverson is quick but he dribbles bad his is a carry but he is so fast and quick no one can stop him
Jordan had the most effective everything....
Final Answer TINY ARCHIBALD

A I has a sweet crossover, watch him do up YAO. But Steve Francis also has a pretty tight one.
