Not by reading the quran, obviously, since humans began flying centuries after Mohamed first bootlegged the bible.

Humans learned to fly through trial and error and gradual technological advancement. No fictional deities involved or required.

If the quran is so full of technological devices how come the muslims of the world are such losers?

Religion is true ignorance.

Hot air balloons were the first manned flying vehicles. They were invented by the Montgolfier brothers in 1783.

Hot air balloons are not found in the Quran. In fact, the Quran contains no blueprints for functional flying machines at all. Generally, religious texts do not contain engineering sketches.
