There are no FDA approved methods of improving bust size, asides from surgical enhancement.

A fantastic alternative to surgical enhancement, are silicone forms sold at Victoria's Secret to give the appearance of a larger, fuller breast, when worn in any bra.

Good luck, and the true answer to this, is to find peace and acceptance with your body the way you are. You only have one body and its yours for your whole life.

weight gain (and I won't necessarily be your chest), pregnancy and surgery are the ONLY ways to make them bigger. There are no magic foods. You can always wear a padded or push-up bra.
You don't say how old you are, but breasts grow until a woman is in her 20s.
