Because of how the earth's air moves, it is not entirely impossible that the air in the hemispheres does not mix. What happens is that air at the equator gets hot, rises, and moves toward the poles. At the poles it becomes cold, sinks and moves towards the equator again. Its called "Hadley Cells."

The short answer is that it doesn't. The atmosphere is circulating all the time; but on a global scale, much more slowly than on a regional scale; which is why the atmosphere of different regions is slow to mix. The atmosphere is divided roughly into a number of high pressure and low presure regions between the poles and the equator, It is also responsive to the earth's rotation, and to gravitational attraction (otherwise, it would spin off into space) and to the coriolis effect of rotation (which is the cause of the northeast and southeast trade winds) .

On a regional scale, the atmosphere is made up of a number of air masses over the oceans and continents. Because each air mass is relatively homogeneous and most atmospheric phenonema ocurr at the junction of air masses, it appears that atmospheric conditions are relatively stable, particularly over large continental areas.
Look up 'atmosphere' in Wikipedia.

Hi. It doesn't. There are pollutants and radioactive traces in the Southern hemisphere even though most of these formed in the Northern.

The air in the atmosphere does not stagnate in a certain hemisphere.

There are many factors that disperse the air. The Jetstream is one, and hurricanes/monsoons are another.
