umm..usually shoes on a telephone wire is a signal for a drug front...you know, a place where you can buy illegal drugs...and sometimes it signifies a gang's turf...but where I live it means a drug front

maybe they dont want to throw them away, so people put them on display.
im not sure, i have seen it too.
i have actually seen someone throw shoes tied toogether at the shoelaces trying to get them on the wire.
