NO!!!! You can't add water to the gas tank of any vehicle or lawn mower or chain saw or ANYTHING that runs on gasoline!!! There is a water injection system that can be bought and installed on some vehicles, but that water is injected directly into the cylinder and is finely calibrated. Supposedly this will increase fuel mileage and keep down carbon deposits but it is so expensive it is almost cost prohibitive. The best thing you can do with a dirt bike is forget about it. If they made one for a dirt bike it would cost more than the bike itself.

Well I guess if that raging 49cc monster has dual turbochargers pumping out 40 pounds of boost, you might need a little water injection to cool the fire down a bit. If not, save the water for the garden or your mixed drink.
