Everyone in uniform is required to wear a number. Everyone in the dugout during the course of the game is required to wear a uniform. On occasion you will see people come from the club house to the dugout without a uniform, these people aren't legally supposed to be in the dugout but are allowed for a set amount of time in order to retrieve and deliver items for staff within the dugout. Anyone in the dugout without a uniform may be fined by the MLB.

MLB rules state that coaches and managers must be in uniform if they want to go on the field during the game, and another rules states that uniforms must have a number on the back. There is no specific requirement that the manager or coaches must be in uniform, but if they're not (and there have been a few cases of managers who didn't wear them, most notably Connie Mack), then they are now allowed to leave the dugout.

Once upon a time, there were player-managers. Not many, but a few. Pete Rose was the most recent, and he stopped playing over 20 years ago.

To be ON the team you have a number, so they wear a number.
But I actually think it would be better if managers/coaches didn't have numbers.
