Your buddy "saw" an impending disaster in 1999? Are you saying you believe that he predicted the 9/11 attacks which happened TWO YEARS later? I'm sorry, but unless you get specifics (i.e. the target, date and method of attack) this is just fishing.
If something bad happens to some element of infrastructure (oil, water and food covers a lot of ground) in the US or Russia, at some unspecified time in the future, then he's a psychic (which you said neither of you believes in). If nothing happens then it's all forgotten.
Furthermore, since fear of an impending attack is truly the goal of terrorists then it's not a good idea to make any contribution to that fear by raising vague, unsubstantiated claims of impending attack.

Unless he would have envisioned specific information relating to this attack, then the information is useless, as everyone already suspects such an attack might occur.
You really cant be any more alert, unless you know where and when things are going to happen.
My guess is that its less of a vision, than just a fear. To say he had a vision that terrorists would attack in 1999 and something happened in 2002 is not very compelling evidence. Especially since the same terrorist have made several attemps over the past degades to pull off such an attack.

I wouldn't put much stock in it.
I frequently have dreams involving plane crashes (I'm a disaster junkie), or nuclear attacks (born in the sixties when there were some tense relations between us and the Soviets).
I am sure all of this goes to the formation of my dreams, and eventually a plane will drop out of the sky, thus "proving" my dream to be prophetic. I just hope the nuclear detonation doesn't come true, unless it's in the mid-east.

I would visit a psychiatrist, probably. It would take an awful lot of coincidences to make me believe visions like that if I were to have them. A lot can happen in two years, so your bud's past "prediction" isn't very telling. I could predict that there will be another war somewhere in the world, and you know I would be right because I never said when. Good night!

There's been an impending attack every day every minute.At least for the past 6+ years.Even before that but we wouldn't face it.Having watched the buildings go down.I have plenty of dreams about it.They're not visions they're nightmares.Tell your friend to get over it.Neither of you have any special information.

The bible says be anxious for nothing but in everything pray.
I would pray.
I think people have visions for specific reasons. You should have your friend write it all down.
Your friend and you should also question yourselves. If you're scared about what the future will bring then you may need to evaluate your relationship with God.
All things work together for the good of those that love him and are called according to his purpose..
I believe that even dreams meant for fear can be used to guide someone toward truth and peace.

I wouldn't worry too much. If they want to tick Russia off and get them personally involved in hunting down terrorists in other countries, they would be making a major error.
