I am also seventeen and will be traveling to California, but I am going to the Los Angeles area, and I have been thinking the same exact thing.
I would recommend wearing a dress on the plane. Dresses are comfortable&easy to travel in. I wouldn't suggest wearing a very thin or shear fabric, such as satin or organza, but maybe a nice jersey knit or chiffon, but be careful with chiffon, it is a delicate fabric. Jersey knit can be casual yet trendy, it is comfortable, versatile, and doesn't wrinkle easily. You can wear a cute shrunken trench over the dress, because you are bound to get slightly chilly on the plane. If you don't feel like that, try a casual cardigan. Definitely do not try rocking a pair of Christian Louboutin's on your travel day. Though platforms are to die for, they are going to KILL your feet after a few hours of walking. Also, don't wear flip flops, your toes could get cold on the plane&they aren't the most fashionable shoes ever. I would recommend maybe a pair of metallic flats that you have worn before an you know are comfotable on your feet. For your hair, I would just recommend leaving in natural. Don't try flat ironing it or curling it for the plane ride, it will just get flat&ruin. I would recommend taking a shower the night before so you don't have to get up as early in the morning and rush to get ready, but so you can get some beauty sleep the day before traveling. In the morning of traveling, just style your hair down naturally&maybe add some mouse to give you a little volume&some pretty beachy waves. I don't suggest wearing your hair up in a pony tail because sitting on a pony tail for a 4 hour plane ride will not be comfortable for you, neither would wearing a head band or etc. For you make up I would keep it looking fresh&dewey, nice&simple. Don't put more than the needed amount of concealer/coverup on, it will end up not looking fresh at the end of the day. After you apply your minimal ammount of coverup, apply a translucent powder to your face, it will keep you glowing the whole day long. For your eyes, don't feel obliged to go over board and experiment with a sultry smokey eye, just keep it nice a simple with some mascara and an irridescent powder. For your lips, do not wear candy apple red lipstick, go nude. As a carry on, you can either sport a large tote bag or a trendy handbag. You should always have back up makeup in your purse, feminie hygiene products (weird, but necessary), a few good magazines such as Elle, InStyle, and People, a good book, iPod, cellular, and if you can fit it, your laptop.

1] basics - different T, tank, cami or blouse for each day
2] 2 pair jeans, 2 pr. slacks, 1 pr. each shorts, bermudas, capris
3] a dress? a skirt?
4] underwear and socks for each day
5] bring LAYERS - San Fran can be very breezy, especially on the piers and at Alcatraz - denim jacket, sweater, sweatshirt
6] bring at least two pairs of [ very comfortable ] walking shoes - San Fran is built on hills, and has the steepest street in the US!
7] on the plane - wear comfortable knit slacks, top, and jacket; and slip on shoes for going through security.
I use my jacket as a blanket, or roll it up into a pillow.
8] carry on [ backpack or messengerbag works well for hiking all over city ] should have a change of shirt, underwear, and socks; makeup/toiletries, and any daily meds. Bring music, a book, or crosswords/sudoku. Carry a water bottle on, and refill it all over the city.

for the plane ride i would wear something comfy! like stretch capris, the ones from victorias secret are really cute and just a plain colored tank and flip flops. for your hair, wear it how ever you like it best. maybe in a pony tail? you dont need to impress anyone on the plane, lol. you dont want to dress up or wear tight jeans on a plane ride b/c that would be really uncomfortable. for your carry on, bring an ipod or cd player, portable dvd if u have one, magazine/book, stuff like that. things to keep you entertained =D.
while you're in san fran, bring good tennis shoes since you'll probably be sight-seeing..and comfortable clothes..you might also want to bring a dress or some nice clothes in case you go out to a nice restaurant. when i go on vacation, i just bring my cutest (but also most comfortable) clothes. dont over pack..bring complete outfits for each day, and maybe one extra in case you get dirty or something. you also might want to rewear a pair of jeans if they didnt get dirty. i dont like packing jeans b/c theyre heavy. if its summer i pack as light as possible..flip flops, shorts, tanks.
