Because they are weird. LOL
It is suprising to me that someone can get violated (instead of just warned) for chatting but can give rude answer after rude answer and nothing is done.

It's because this site is intended to answer questions, not for people to sit and chat. They ask you to take it to e-mails or chatrooms.
