Why does the legal drinking age vary in every country?

I was just curious is all, I was looking at a chart and the USA was the only country that made it legal at 21, all other went from having no age rate to being 20.

different legislative bodies came to different decisions.

It's just that every country has a different idea about when a person is old enough. To try to figure out why would be a research paper.
