i know a truck driver in california who is out on disability
(the truck doesn't not belong to him it was assigned to him by the company he works for)
my question is can the company he works for legally reassign the truck to another driver while my friend is out???
(my friend would have another truck when he went back to work)

The company who owns the truck can let any driver they want drive it.

Yes of course they can after all it IS NOT your friends truck, it is the property of the trucking company and theirs to do with what they want.

sure they can, it's company property and doesn't make money parked.
