I know groceries have a lower sales tax. I don't know if the tax on groceries is the 4% state tax, or if groceries are taxed by each parish or municipality.

I think you need to refer to Uniform Local Sales Tax Code

D.(1) The sale at retail, the use, the consumption, the
distribution, and the storage to be used or consumed in the
taxing jurisdiction of the following tangible personal property is
hereby specifically exempted from the tax imposed by taxing authorities, except as otherwise provided in this Paragraph:

(here is one example)

(n) Solely for purposes of the state sales and use tax, food sold for preparation and consumption in the home including by way of extension and not of limitation bakery products.

It just mean no sales tax on fruits, vegetables and meats that you take home to cook.

(This is also exempt by the state)

The states dont have the capacity to pay for on their own to fund social centers till the state has very few human beings. Medicaid is partly, and in specific circumstances, normally, funded with the help of the federal government. So those courses could be complete, and what happens to those that stay to tell the story Social risk-free practices and all the different courses under Social risk-free practices? No earnings tax. No capital constructive aspects tax. No money for government to function.
