The legal drinking age is an issue reserved to the states and the people. Unfortunately, the federal government back in the '80s extorted the states into either setting the age at 21 or giving up federal highway funds.

I don't think that a state setting a specific legal drinking age is a violation of any constitutional admendment only because the federal government gave states the right to set a certain legal drinking age, didn't feel it was a big enough concern to make it a national bill or law.

A state can lower the drinking age. Years ago, legal used to be 19 in Iowa. They changed the law to pretty much force each state to go to 21 or lose their Federal Highway dollars.
No state will want that.

Nothing in the constitution sets a mandatory constitutional drinking age.....

And nothing in the Constitution gives Congress the authority to directly regulate it....
