No, and its not going to happen unless California suddenly becomes brain dead. Its the latest ploy by the GOP to split up votes from various counties and precincts. They've played out their gerrymandering tricks and now are trying to hatch this new one. Why can't they turn thier brain trusts towards enery or cancer cures? I guess thats not as rewarding as dirty political oneupmanship.

No, but there is a Republican sponsored proposition which will appear on the ballot to do just that. This would sukk even if the whole country did it. Third and fourth party candidates can sometimes carry a congressional district, and under this proposal would have an incentive to try. Can you imagine how many candidates might be entitled to receive votes if every congressional district was entitled to send its own electors, and the chaos if no major party candidate had a majority?

The bill has not been put on the ballot. Rest assured that it will have a tough time actually passing even if it does get approval to be on California's ballot. A similar bill was put to vote in Colorado, and it failed miserably.
