its hard for humans to sleep when bright lights are shining over head. with reptiles, they need the correct amount of daytime and nightime, or else stress occurs, they stop eating...etc. for nightime try getting an infarred heat lamp, they cannot see the red light, there for it seems dark/night to them, but they are still getting the right light at night. usually a 12 hour photoperiod is ideal for beardies. 12 hours daylight 12 hours night. make sure to have uvb lighting and uva heat bulbs!!!

ps the infared bulbs cannot be seen by reptiles, its not in there color spectrum per say. black lights also can not be seen by them but they get realllly hot and are a fire hazard. blue bulbs, spectrum lights, and uvb lights ( especially uvb and uva bulbs) can be seen by them.
i'm studying herpotolgy right now, i know these things.

No, he'll be OK with the other lights on, but make sure he's in a room where it does get dark eventually as their sleep can be disturbed with lights on all night. They don't need heat lamps at night unless the temp goes below 60F, then only use ceramic heat emitters as red and blue lights can be seen by them.

No you can leave the other lights on. I wouldn't leave their heat lamp on all night unless it is really cold where your at.
