generally..that they are being abused..or have been abused and is doing what they were taught growing up
if it is a child hurting abusing animals..that is generally a strong signal something in the home is not right..or the child has some mental issues..(i am talking about older children..like 5 and up..who know that it huts when you do mean tings to a animal..but does it anyways)
generally.it is their way to make themselves feel bigger..and more powerful as they have no power over what is happening to them

I'd say they are very insecure within themselves & by abusing people or animals etc it makes them feel some kind of control & strength.

They feel powerless and are taking out the frustration on the helpless.
This is unhealthy, and a bad sign.
That kind person needs help and might become dangerous if not treated.
