In the sociological context:

It's based on the social more that sex is reserved for marriage. If fornication and adultery are "bad" then prostitution can't coexist.

To remove the barrier to prostitution becoming legitimate, we'd have to somehow remove the social demand that sex is deviant when it occurs outside of marriage. Over the past 45 years, this barrier has fallen considerably, to the point that many people will say that extramarital sex is acceptable behavior under certain conditions.

When the majority societal norm is that extramarital/recreational sex is acceptable behavior, the prohibition on prostitution as we know it now will fall.

It involves three things which drive many people nuts: 1) sex, 2) profit, 3) women in a position to control 1 and 2.
Also, it involves the probability that the man will bring a disease home to his significant other. Society historically has needed to control sex so that fathers could be held responsibile for supporting those they sired. Women feel threatened if their partner is "getting it" somewhere else.
Probably a dozen other reasons, but these came immediately to mind.

I guess because it is a huge money maker that they would have to exert to much energy to regulate and make money off of? If they can't tax it, you can't do it....at least, I think that is how it works.

yes coz people very conservative bfor but bcoz of prostitution they displaying divergent sharply behavior...
